Stephen Lee Fesenmaier, who received his bachelor's and master's degrees from the University of Minnesota, directed the film services division of the West Virginia Library Commission from 1978 to 1999. He co-founded the West Virginia International Film Festival, the West Virginia Filmmakers Guild, and the West Virginia Filmmakers Festival. He formerly wrote film blogs for Graffiti magazine and the Charleston Gazette.
