Worries over the misuse of natural resources, poor working conditions, and lack of government services led to a national Progressive Movement. From 1900 to 1920, progressive ideas shaped state politics, though to a lesser degree than they were felt nationally. Although both parties supported reforms, the biggest changes happened under Republican governors, especially Henry D. Hatfield (pictured). One historian said that by the end of Hatfield’s time in office, West Virginia had as many reforms as any other state. Except for Governor Cornwell (1917–1921), Republicans held the governorship until 1933.
