S. Shuan Butcher, originally from Parkersburg, was the executive director of the Frederick Arts Council in Frederick, Maryland. He received degrees from WVU and Mountain State University. He was involved in the Wood County Historical Society, Wood County Bicentennial Commission, Fort Boreman Park Commission, and the West Virginia Humanities Council. He is now a nonprofit professional, writer, amateur photographer, occasional actor, and event planner.
