In the 1940s and 1950s, West Virginia began giving free textbooks to elementary students and started non-partisan school board elections. In 1947, a nine-member non-partisan state Board of Education was created to oversee public schools and most state colleges. In 1958, the state superintendent became an appointee of the Board of Education.
