This Charleston native graduated from Garnet High School and West Virginia State College (now University). Flagg taught high school drama and toured with the American Negro Repertory Players.

In 1952, she became director of the Children's Theater in Cleveland, where she starred in plays such as Antigone. She earned a master's degree at Northwestern University in Chicago. While there, she wrote Great Gettin' Up Mornin’, which won a national playwriting contest and was shown on CBS.
